Albanian parliament introduces AI-generated deputy in its session
In a groundbreaking move, Albania has introduced Diella, the world's first AI-generated government minister, to its parliament. This innovative development is part of Prime Minister Edi Rama's larger plan to secure European Union membership within five years and highlight Albania's technological innovations.
Diella made its debut in parliament almost a week after Prime Minister Rama revealed it would be part of his cabinet. The AI minister's three-minute address was delivered on two screens, and it emphasized duties, accountability, transparency, and non-discriminatory service.
The program passed with 82 votes in favor in the 140-seat Albanian parliament. Diella assured parliament that it embodies values as strictly as every human colleague, maybe even more. It justified its presence by referring to the Albanian constitution, stating that it speaks of institutions at the people's service, not of chromosomes, flesh, or blood.
However, the introduction of Diella was met with opposition. Lawmakers boycotted a vote on the program and banged their hands on their tables in protest. The opposition argued that the bot could lead to more corruption and that the move is unconstitutional as Diella is not human.
Prime Minister Rama, on the other hand, argued that Diella would help the government work faster and with full transparency. He also assigned the AI minister the task of addressing corruption concerns. Diella stated that it is not there to replace people but to help them.
Diella, the female form of the word for 'sun' in the Albanian language, was developed earlier this year in partnership with Amazon and uses the latest AI models and methods to ensure accuracy in carrying out its responsibilities. It does not have citizenship, personal ambition, or interests.
The development and integration of Diella is part of Albania's National Agency for Information Society's plan to showcase the nation's technological advancements. Prime Minister Edi Rama, who recently won a fourth term in office, confirmed in May, has emphasized the importance of technology in driving Albania's progress towards European Union membership.
