Belarus' EV Import Quota Fully Utilised as Demand Surges

Belarus' quota for duty-free electric vehicle (EV) imports has been fully utilised as of October 1, 2025. This significant milestone reflects the growing demand and popularity of EVs in the country.

The rapid uptake of EVs can be attributed to various factors. Firstly, the number of EVs in Minsk nearly tripled between 2022 and 2025, rising from around 1,200 to 11,000. This surge in popularity has led to a tenfold increase in the total number of EVs on Belarusian roads over the past three years.

Initially set at 15,000 for 2025, the quota for duty-free EV imports into Belarus dwindled rapidly. By September 29, 2025, only 358 EVs remained in the quota. As of October 1, just 48 vehicles were left, indicating the quota's swift exhaustion.

The exhaustion of Belarus' EV import quota underscores the growing demand for eco-friendly vehicles. With the number of EVs in Minsk and across the country increasing significantly, the government and industry may need to reassess and potentially expand import quotas to meet this rising demand.
