Taiwan and India Strengthening Ties: A Comprehensive Roadmap for Partnership

Taiwan is looking to strengthen its relationships in the region, with India being a key partner, especially as India embarks on its semiconductor future. This strategic partnership is set to improve trade, tourism, and strategic dialogue, with direct flights between the two countries being a crucial step.

To invigorate Taiwan-India ties, several key initiatives have been proposed. These focus on economic cooperation, connectivity, bridging the talent gap, cyber security, high-level visits, declaring a year of friendship, and resuming exchanges.

Economic Cooperation and Connectivity

One of the initiatives is the India-Taiwan Startup Bridge, aimed at fostering collaboration between startup ecosystems. This partnership leverages India's software expertise and Taiwan's strengths in hardware and manufacturing, particularly in semiconductors. Trade relations are also set to be enhanced by promoting Taiwanese investments in India's manufacturing, electronics, ICT, petrochemicals, and automobile sectors.

Bridging the Talent Gap

To address the talent gap, particularly in semiconductors, visa programs will be expanded to attract skilled Indian workers to Taiwan's key sectors. Taiwanese companies in India will also be encouraged to recruit Indian talent for their factories, strengthening on-ground cooperation and knowledge exchange.

Cyber Security

Collaboration on cyber security challenges is another key area. This will involve shared intelligence, workshops, and technical cooperation, drawing on Taiwan's role as a tech hub and India's growing cyber capabilities. Taiwan and India also plan to participate in international cooperative frameworks like the Global Cooperation and Training Framework (GCTF) to uphold security, particularly in the maritime and digital domains.

High-Level Visits and Diplomatic Engagements

High-level visits and consultations between Taiwan and India are set to increase, enhancing political goodwill, discussing cooperation strategies, and signing memoranda of understanding on trade, technology, and labor mobility. A year of friendship declaration between the two is proposed to promote cultural exchange, social ties, and public diplomacy, reinforcing soft power connections.

Resuming and Expanding Exchanges

Academic, governmental, and cultural exchanges that had been disrupted are set to be resumed, with a focus on technology, innovation, education, and tourism. Joint participation in expos, tech fairs, and events like the 2050 Net Zero City Expo in Taiwan is also planned to showcase innovation and sustainability initiatives with bilateral participation.

Together, these steps constitute a comprehensive roadmap to energize Taiwan-India relations across economic, strategic, cultural, and technological sectors, exploiting complementarities and shared strategic interests. This year marks the 30th anniversary of the India-Taipei Association and the Taipei Economic and Cultural Center, serving as a springboard for action and a moment of reckoning for the Taiwan-India relationship. It is crucial to take the right steps now to prevent the opportunity from being lost.

Cybersecurity will be a key focus in the comprehensive roadmap for Taiwan-India partnership, with the two nations planning to collaborate on shared intelligence, workshops, and technical cooperation, leveraging Taiwan's role as a tech hub and India's growing cyber capabilities.

The Taiwan-India relationship will not only strengthen economically and strategically but also technologically, as the collaboration in the cybersecurity sector will boost their mutual efforts in upholding security, especially in the maritime and digital domains.
