GovRadar, a Munich-based startup founded in 2020, is revolutionising the public sector procurement process. The company's AI technology automatically generates shopping lists for government agencies, making the process of procuring goods and services simpler and more efficient.

Since its inception, GovRadar has been actively involved in the debate about the Germany Stack and sovereign AI, aiming to become the standard for smart procurement. The company processes millions of real tenders, recognises patterns, and creates immediately usable drafts.

In April 2025, GovRadar secured its first nationwide license in North Rhine-Westphalia (NRW), a significant milestone. This marked the nationwide rollout of their software, providing all 429 municipalities in the state with access to GovRadar via a central contract. The latest highlight for GovRadar was this successful implementation in NRW.

The company recently raised 1 million euros from investors including former Federal Minister Karl-Theodor zu Guttenberg, Andreas Kupke and Moritz Thiele of Finanzcheck, Wolfgang Reitzle, and Burkhard Schwenker. Karl-Theodor zu Guttenberg, as an investor, brings valuable insights from his legal background and administrative experience to GovRadar.

Initially, GovRadar's goal was to create a matchmaking platform between providers and the state. However, they soon realised that their approach was not specific enough about their customer base. As a result, the company shifted its focus to offering an off-the-shelf SaaS solution.

Understanding data protection, procurement law, federal logic, and political dynamics is crucial in the GovTech segment. GovRadar does not want to bind customers with the requirement of having a SAP interface before they've seen the value of the solution. Similarly, the company does not want to bind customers with custom development projects.

Currently, around 40 employees work for the company, and GovRadar's solution is used by over 380 authorities. The company is planning to scale and implement a nationwide rollout in the German federal states of Bavaria, North Rhine-Westphalia, and Baden-Württemberg in the coming year.

The GovRadar team advises other founders to understand the logic of regulated markets before attempting to change them, often through personal experience. The company aims to convince doubters that Business-to-Government (B2G) can be successful and enjoyable, even from an investor's perspective. GovRadar's goal is to streamline public sector procurement and make it a more enjoyable experience for all involved.
