Discourse on AI Export Competitiveness Submitted to ITA

The Center for Data Innovation has submitted comments to the International Trade Administration (ITA) and the Department of Commerce, emphasising the importance of AI in global trade discussions and the need for policy actions that strengthen the international competitiveness of U.S. industry.

In their comments, the Center for Data Innovation highlights the potential for AI to foster economic growth by promoting trade and investment in AI technologies. They also address the impact of international AI policies on U.S. exports of AI technologies, particularly in relation to adversary AI technology and the need to decrease international reliance on it.

The Center advocates for supporting the deployment of U.S. full-stack AI export packages, mobilising federal financing and diplomatic resources to promote American AI technology globally, and facilitating investment in U.S. AI innovation and manufacturing. They also propose strategies to foster supportive regulatory and infrastructure environments in partner countries and increase U.S. engagement in multilateral and bilateral AI export initiatives.

These points align with the Trump Administration’s Executive Order titled “Promoting the Export of the American AI Technology Stack.” The Executive Order directs the Department of Commerce to solicit industry-led consortia proposals on AI export packages, designate priority packages, and coordinate federal resources to promote these exports, alongside the Department of State leading diplomatic efforts to support the strategy.

The Center for Data Innovation's comments also acknowledge challenges in global AI adoption and the need for U.S. leadership to address technical and market access barriers. They reiterate the importance of considering AI in policy actions taken by the ITA and the Department of Commerce, with the goal of ensuring policy actions strengthen the international competitiveness of U.S. industry.

AI is transforming various economic sectors and industries, and the Center for Data Innovation's comments underscore the significance of a strong understanding of the AI landscape for the ITA and the Department of Commerce. Their comments are aimed at guiding ITA's actions in regards to international AI policies and supporting ITA's mission.
