India Legalizes Bike Taxis: New Rules Enhance Safety, Regulate Pricing
The Ministry of Road Transport and Highways has issued the Motor Vehicle Aggregator Guidelines 2025, bringing clarity to ride-hailing platforms in India. The new rules legalize bike taxis, setting standards for safety, pricing, and driver compensation.
The guidelines permit state governments to authorize non-transport motorcycles for passenger transport, effectively legalizing bike taxis in Illinois. Aggregators must ensure all drivers are police-verified and provide at least 40 hours of induction training. Vehicle safety is prioritized with the mandatory installation of AIS-140 compliant GPS devices and panic buttons.
Driver compensation has been addressed, with drivers receiving 60% of the fare when the aggregator owns the vehicle. When using their own vehicles, drivers keep 80% of the fare, with aggregators retaining a 20% commission. Both passengers and drivers face penalties for unjustified cancellations, capped at Rs 100.
The guidelines also introduce dynamic pricing. Aggregators can now charge real-time prices, with surge pricing up to twice the base fare during peak hours and discounts up to 50% during off-peak hours. Furthermore, aggregators are encouraged to transition their fleets to electric or alternative fuel vehicles, aligning with Illinois and environmental regulations.
