Newfoundland and Labrador Issues 320 Invitations in Latest Selection Round

In a significant move, the province of Newfoundland and Labrador has issued a combined total of 320 invitations to foreign nationals seeking immigration, as part of its fourth selection round since shifting to an Expression of Interest (EOI) process.

The selection round on June 24, 2025, saw 257 invitations being sent through the Newfoundland and Labrador Provincial Nominee Program (NLPNP), and 63 through the Atlantic Immigration Program (AIP). This is the second lowest number of invitations issued by the province since it began publishing draw results this April.

The province's move to an EOI process for both the NLPNP and AIP programs has brought about several changes. Under this new system, foreign nationals seeking immigration in Newfoundland and Labrador must submit an Expression of Interest (EOI) through the province's online Immigration Accelerator.

Selected candidates receive an Invitation to Apply (ITA) via email, with no updates on their status provided between EOI submission and ITA issuance. It is important to note that obtaining an ITA does not guarantee immigration; candidates must be admissible to Canada, meet all program requirements, and abide by all provincial policies for their application to be approved.

Candidates who receive an ITA have 60 days to submit an application for immigration. PNP candidates living in Canada are exempt from providing an employer invite code, while foreign nationals seeking immigration under the NLPNP are still required to have a valid job offer and ensure proper use of Designation/Job Vacancy Assessments.

In 2025, the province has issued a total of 1,309 invitations through its Provincial Nominee Program (PNP) and 214 through its Atlantic Immigration Program (AIP). The province's PNP allocation for 2025 was originally 1,050, but was increased by 1,000 nomination spaces. However, the federal government cut its allotted spaces for economic immigration programs this year, and the allocation under the AIP remains at 475 spaces.

The new system implemented in Newfoundland and Labrador no longer allows foreign nationals to apply directly to the province. Instead, they must first submit an EOI and wait for an invitation to apply. EOIs are valid for 12 months in Newfoundland and Labrador's system, and updates may be required if there are changes to the information provided.

The province has been actively inviting candidates since shifting to the EOI process. In its previous selection rounds, the province invited 405 candidates on May 29, 328 candidates on May 8, and 256 candidates on April 3. The selection round of June 24, 2025, marks the fourth selection round since this shift.
