Kickstarting Kazakhstan's Artificial Intelligence Revolution

Prepare to witness a technological revolution in Kazakhstan as they shift gears from a Concept to a Strategy for Artificial Intelligence (AI) development, announced Gizzat Baitursynov, chairman of the AI and Innovation Development Committee at the Ministry of Digital Development, Innovations, and Aerospace Industry. This transformation was announced during a press conference at the Central Communications Service (CCS) in April.

Kazakhstan's AI progress is centered around three primary focuses: institutional framework, technological infrastructure, and human capital. After the establishment of the Committee last year, a specialized department was appointed to shape public policy and manage AI development across government bodies.

"The concept lays down international best practices, assesses the present state of AI in Kazakhstan, and defines our objectives in six main areas – human capital, infrastructure, data, public policy, and more," Baitursynov explained.

To escalate the concept into a Strategy, legislative action is underway with a bill on AI submitted to the Mazhilis, the lower house of the Kazakh Parliament. This bill incorporates regulations for AI content labeling and ethical norms, along with defining responsibilities between AI system owners, proprietors, and users.

"We've outlined the liability among the AI system owner, proprietor, and user. Also, we've developed a classification of the AI system," Baitursynov added.

Remember the astonishing Kazakh-language AI model launched in December, trained on 148 billion tokens and now available for public use? That was just the beginning!

Next on the agenda is the National AI Platform. This platform, currently operational, offers data, computing resources, and readymade models as part of Kazakhstan's AI infrastructure development. Additionally, over 1,800 civil servants and quasi-public sector employees have received training in AI technologies.

Looking ahead, Kazakhstan aims to educate one million citizens in AI skills over a five-year period, targeting students, pupils, civil servants, and business professionals. In 2025, 60,000 individuals across Central Asia are projected to be trained in AI skills.

But that's not all! Plans are in the works for the creation of an Alem.ai international AI center, which aims to boost exports of AI solutions, host an educational center and startup campus, and increase AI exports to $5 billion by 2029. This initiative will undoubtedly enhance technological capabilities and strengthen AI exports.
