The majority of businesses incorporate open-source software in their operations, with four out of every five enterprises doing so.

The digital landscape in Germany is seeing a shift towards open-source software, with more companies adopting this approach. The latest findings come from the annual report, Open Source Monitor 2025, conducted by the digital association Bitkom.

The survey, which polled 1,152 companies and 103 public administration officials, reveals that the proportion of companies with an open-source strategy has increased from 32% in 2023 to 37% now. Furthermore, 61% of companies explicitly state that they are open to open source, up from 53% in the previous year.

The report also indicates that the use of open-source software in Germany is on the rise. Currently, 73% of companies use open-source software, a significant jump from 69% two years ago.

The main advantages of open source, according to companies, are cost savings (26%) and the ability to access the source code (19%). Bitkom President Dr. Ralf Wintergerst emphasises that open source has gained further attention and is a driver of innovation in areas like cloud technologies and artificial intelligence.

However, the report also highlights some challenges. The main barriers to using open-source software are a lack of specialist staff in the company (20%), an unclear warranty situation (15%), and legal uncertainties regarding licensing obligations (13%).

The Open Source Monitor 2025 contains additional results on topics like compliance, practical application examples, and usage in the public administration. Interestingly, the survey was conducted by the organisation EMD AG, based in Pfäffikon, Switzerland. Notably, 73% of companies believe open source is a suitable means to strengthen digital sovereignty, with 60% wanting the state to invest more in open-source software.
