The Trump Administration has unveiled a comprehensive 20-page document, known as America's AI Action Plan, which outlines a strategic approach to maintaining and enhancing America's global leadership in Artificial Intelligence (AI) technology. The plan, announced in July 2025, focuses on three main pillars: accelerating innovation, building American AI infrastructure, and leading in international AI diplomacy and security.

Accelerating Innovation

The plan aims to remove regulatory barriers that may hinder AI development and deployment. This includes directing agencies to identify and repeal such rules. The plan also endorses open-source AI and calls for expanding research access to private-sector AI resources for startups and academia. The plan emphasizes widespread AI adoption across multiple sectors such as healthcare, defense, manufacturing, and science.

The plan updates federal procurement guidelines to require government contracts only with AI developers producing objective, ideologically unbiased AI systems, explicitly preventing what the administration calls “Woke AI” in government deployments.

In addition, President Trump signed three executive orders simultaneously with the plan to implement policies preventing “Woke AI” in federal government, expedite federal permitting of data center infrastructure, and promote exporting the American AI technology stack.

The plan notably emphasizes deregulation and innovation promotion over AI guardrails and focuses on expanding the global footprint of U.S. AI technologies rather than restricting sensitive technologies solely to protect from foreign rivals.

The Office of Management and Budget (OMB) is directed to identify, revise, or repeal regulations that unnecessarily hinder AI development or deployment. The Department of Commerce, through NIST, is directed to revise the NIST AI Risk Management Framework to eliminate references to misinformation, Diversity, Equity, and Inclusion, and climate change.

This strategic approach to AI could spark legal battles that could last months, if not years. The White House's AI agenda might face challenges as it moves forward.
